Who it is for: Anyone who must decide where local AI may assist and where it must stay silent.
Who it is not for: Anyone who wants the AI to execute on its own against third-party systems.
What it does
Per-function bindings: off, observe, advise. AI is not a single on/off — each surface has a boundary, on the same console.
What it is for in the company
CISO and Super Admin set modes before someone tries chat on a sensitive area. You can read who changed a binding.
What it does not do
It is not an AI Act certificate. Advise does not execute. It does not unlock writes to Detector. If AI is off, the rest keeps running.
Where alerts and reports go
Binding changes stay in AI audit. Function findings stay in their inboxes. There is no “the AI decided” alert.
